Pour que ces installations soient reconnues en tant qu\u2019habitations permanentes par la l\u00e9gislation en vigueur, il est essentiel que ses utilisateurs les rendent conformes avec un cahier des charges pr\u00e9d\u00e9fini.<\/p>\n<h2>L\u2019habitat l\u00e9ger obtient une existence juridique<\/h2>\n<p>La Loi Alur portant sur l\u2019acc\u00e8s au logement et \u00e0 un urbanisme r\u00e9nov\u00e9 accorde aujourd\u2019hui une existence juridique \u00e0 l\u2019habitat l\u00e9ger. Il s\u2019agit en effet d\u2019une construction d\u00e9montable et mobile qui permet \u00e0 ses occupants de vivre de mani\u00e8re sobre et autonome. Parmi les habitats l\u00e9gers les plus utilis\u00e9s, l\u2019on notera entre autres les yourtes, les tipis, les roulottes ou les mobile- homes. Avec la loi Alur, ces habitations alternatives au logement classique s\u2019int\u00e8grent d\u00e9sormais dans les r\u00e8gles de l\u2019urbanisme. En effet, ces nouvelles dispositions permettront de les consid\u00e9rer en tant que modes d\u2019habitat permanent \u00e0 part enti\u00e8re enregistr\u00e9s sur le territoire sur lequel ils sont install\u00e9s d\u2019une part, et de r\u00e9soudre le vide juridique en la mati\u00e8re d\u2019autre part.<\/p>\n<h2>Des r\u00e9sidences autoris\u00e9es en ville et dans les pastilles<\/h2>\n<p>Apr\u00e8s avoir accord\u00e9 une existence juridique aux diff\u00e9rentes formes d\u2019habitat l\u00e9ger, la loi Alur pr\u00e9cise \u00e9galement qu\u2019elles peuvent \u00eatre install\u00e9es aussi bien dans des zones urbaines qu\u2019au niveau des zones dites \u00ab\u00a0pastilles\u00a0\u00bb. Il s\u2019agit de zones ou de secteurs ayant une capacit\u00e9 d\u2019accueil limit\u00e9e, g\u00e9n\u00e9ralement pr\u00e9vus par le r\u00e8glement des PLU (Plans Locaux d\u2019Urbanisme) et localis\u00e9s dans les zones naturelles ou agricoles non constructibles. La Loi Alur permettra donc de ma\u00eetriser l\u2019urbanisation de ces territoires tout en garantissant la protection des paysages et de l\u2019environnement. Cet encadrement juridique permettra \u00e9galement de lutter contre l&rsquo;artificialisation des sols et l\u2019\u00e9talement urbain.<\/p>\n<h2>L\u2019obligation de se conformer \u00e0 un cahier des charges<\/h2>\n<p>Pour qu\u2019un habitat l\u00e9ger soit reconnu par la loi Alur comme un habitat permanent, il est primordial pour son utilisateur de se conformer \u00e0 un cahier des charges dont le contenu sera prochainement pr\u00e9cis\u00e9 par voie de d\u00e9cret. Le contenu de ce document doit donc d\u00e9montrer avant tout la r\u00e9versibilit\u00e9 de l\u2019habitat, c\u2019est-\u00e0-dire mentionner que l\u2019habitat est d\u00e9montable, que son installation n\u2019a pas n\u00e9cessit\u00e9 l\u2019intervention d\u2019engins lourds et que les \u00e9l\u00e9ments composant son am\u00e9nagement aussi bien en int\u00e9rieur qu\u2019en ext\u00e9rieur ne sont pas inamovibles. Le cahier des charges doit \u00e9galement indiquer que les conditions de raccordement de l\u2019habitat aux r\u00e9seaux d\u2019eau, d\u2019assainissement collectif et d\u2019\u00e9lectricit\u00e9 ne doivent pas contraindre la collectivit\u00e9 locale \u00e0 mettre en place un nouveau r\u00e9seau. Il est par ailleurs sp\u00e9cifi\u00e9 dans le cahier des charges que les utilisateurs doivent respecter la salubrit\u00e9 et la propret\u00e9. Ils doivent \u00e9galement entretenir les lieux pour \u00e9viter les sinistres comme les
